Books without people to read are just Paper, We shall not just let CCF books lying in box at the dark room behind toilet. Let's get it into use!! That's our purpose of spending money on it.
My suggestion is
1: re-count the books
2: make a booklet of borrowing and returning record
3: make a simple regulation on books borrow and returun
